You can drag the measure "Number of records" to the label shelf, assuming you have one response per row / record.
The records are already summarized in the dataset. I have 5 measures that contain the count, but the label only allows for one of these measures to be placed. Is it possible to create a calculated field to display the count based on the measure name - where the count and percentage are the same?
Unfortunately, you can't use "Measure Name" in a calc. And if I understand your data format correctly, I do not believe there is an easy answer to your problem.

If you can do it, probably the simplest and most maintainable option is to reshape the data---make it tall instead of wide---with columns for "Question", "% Always", "Count of responses". Tableau has a reshape tool for Excel and there are other options if you're using a DB.
Can you post a sample of your data or twbx file?
I ended up creating tabs with a table of the measure counts and then created a dashboard with the graphs in the upper pane legend in the middle and table counts in lower pane. Ends up looking similar to an Excel graph with a data table below the graph.
