It sounds like Tableau simply can't connect to the Office 365 SMTP Server.
I'd suggest you open up the properties of an email client that can talk to the SMTP server, look at the settings, then make sure you can apply them on Tableau?
You'll generally find the backgrounder logs at C:\ProgramData\Tableau\Tableau Server\data\tabsvc\logs\backgrounder, but they may or may not give you any more detail.
Thanks for your tip, We moved the mail server and it has started to kick in the emails .
