The answer to your question is "Sort of, Yes!...but not quite".
You must use Tableau Desktop to initially connect to the data source, choose the fields that you want, and so on.
BUT, you don't necessarily have to create the "big" extract on your laptop.
You can use this technique to create a tiny extract on your laptop which becomes a "big" one later on the Server:
If you're handy with code, you can also create the extract, (not the data source) programmatically on any machine you feel like:
I see this link referenced all over the place for creating an empty extract. However, when I try to implement this (8.0.2), adding the filter and selecting "What Time Is it?" calculated field, I am prompted to select how I want to filter on the field. I select "# Month / Day / Year" and click Next.
When I try to click "Select from List" it doesn't allow me. If I try to enter "October 21, 2013" as a "Customer Value List" item, it accepts it but shows blank.

I can't speak for 8.02, but this works like a charm in 8.04 -- when I select Month / Day / Year and click next, today's date shows up in the Select from List dialog, and I can exclude it.
Perhaps you can upgrade to latest/greatest and see if things change for you?
