According to your screenshot you have used only two sheets in your dashboard & you are using same datasource in only 3 worksheet. So for applying filters in other worksheets you have to join two different datasources.
Hi - I am having the same issues. All my worksheets are built off the same two data sources. However when I try to apply filters across all my worksheets, only half are effected by the filter. When I look at the "selected" worksheet list I can't see all my worksheets in my workbook. Even after I click "show all."
It sound like you have two data sources, using a Data Blend in Tableau. If this is the case, you cannot apply quick filters to sheets that use a different data source, even if the field exists in both sources. A workaround can be accomplished by using either an action filter, or a parameter.

I think the parameter filter will get me what I want. But I need the paramater to be a multi-select or at least include an ALL value to pick from. Any thoughts? That link doesn't explain this.

You can include an ALL option in the parameter--the method used depends on what you are trying to do. I typically use a blank string to represent "All", but again, the setup may depend on your scenario.
There is no way to create a multi-select parameter, unfortunately. You also can't set them to "only relevant values", so keep that in mind.
