On the sort for Base Compensation, is there any way to make that parameter sort Descending instead of Ascending?
I am trying a few different things but so far, no luck.

Easiest way is to use -sum([value]) in the calc instead of sum([value])

It's the craziest thing.
When the numbers are positive, the sort is ascending (30000 - 1000000)
When I use the -sum and the numbers are negative, the sort changes to descending (-30000 - -1000000)
So I still end up with the sort in the wrong direction.

Hmm, I wondered if that would happen as we are not explicitly setting descending/ascending - because we can't. We're kind of relying on Tab to sort it out.
I wonder if you tried 1000000-sum([value])
Yep, that worked!
Just have to make sure that the value we use is equal to the highest base salary of any employee.
