However, this necessarily doesn't solve the issue. I had already tried this before posting.
If I remove the Sum(Value) from Size shelf, then the pie chart is always divided into equal sectors irrespective of what the data shows (the labels are correct though).
So, in above example, even if sales in a city may be different, the pie chart will show two equal halves for both of these with correct labels.

There is no size issue here. You can double-check for yourself if you would like.

In actual, the core issue was that in my real data, I was using AGG functions rather than a SUM. And hence, this complexity was being generated. I understand that Tableau is not very good at AGG functions.
I have modified my logic to include as a SUM(value) formulae and now it works good.
