Not sure I understand. One option may be to place the Value/Sales on the color shelf?
In your TWBX, Your "Value" field has no zeros/nulls. It is a range from 0.01 upwards.
You could set up a parameter and then condition the filter.
I think that's the point - there is no data, no nulls, nothing. I would guess that you cannot use table calc padding for this, but would have to pad against a list of all counties.

Call the parameter something like ValueParameter
Fill it with the list of values, add "All" to the list
Then conditionally filter [value] with the rule
IFNULL([value],'Null') = IF [ValueParameter] != 'All' THEN [ValueParameter] ELSE IFNULL([value], 'Null') END

Please try the attached workbook. It should now filter on a value of zero, and include all nulls (but remember, your values don't have any on the workbook above)...
