This currently is not possible. The user filters will still show that those tabs exist, they'll just be blank for people who don't have the permissions to see them. This is a good one for the Ideas section though!

So, is it possible to 'hide' rows within a view depending on a user filter, as opposed to hiding the tab, so that users can only see the reports to which they have access? If so, we can add reports to the existing Miscellaneous tab and control access that way ...

Yes, easily. You can use the functions USERNAME() or ISMEMBEROF(), typically within IF...THEN or CASE statements. When doing a search here in the forum don't forget to look that the "More Like This" links on the right side of the screen.
