The reason why the lines won't link is that you've got two discretes on Columns - Measure Names and YEAR(Ship Date). I've only ever been able to get Tableau to draw lines across the values of the right-most discrete pill, the 2nd through Nth left-most pills create panes that break lines.
I'm pretty sure that what you'd need to do is to reshape your data such that each Measure Name is a different dimension, then you can associate that dimension & each date range with a specific date that can be plotted as a continuous (green pill) date. You'll need to be careful about how the line chart is created, though, that might require table calcs to get around the increased level of detail necessary to plot the bars.
