Are the reports currently hosted on Tableau Server? If so, and they are setup with appropriate user filters (so it defaults to their division) and the workbooks are using data extracts, then each user could simply download the workbook they wanted and interact with it offline using Tableau Reader.
You could also use tabcmd commands and export the reports on your preferred format (pdf, png or csv) - and even use some script to share it by e-mail.
A couple of things I forgot to mention...the ideal would be to deliver the reports to a system that is used offline (and online by some). The reports are not currently built, but they would reside on the server, I believe. About 1,000 or so folks would use these reports for about 1800 different projects, and ideally, it would default to the individual project when they were in the system working on said project. The requirement would be that the report has to be available offline, since not all employees have connectivity, all the time. All employees have tableau reader. I'd also want the ability to copy and paste/embed the reports into a word document that goes to the end-user. I'm sure I'm forgetting something else, but those are the major points. Thanks!!!!

Please expand on what you mean by "...the server". A Tableau Server or a network file share or ???
