I think it is possible, but you have to create a manual calculation to do it.
I've amended your work book and attached.
I've created "Value at Chosen Year" = to summarize what the value is to compare to since it cannot use a default of first, last, previous or next.
Then I've created a calc of "Diff" and used that to map the graph, making sure it is calculated over years.

Thanks so much, the logic you have used is absolutely correct.
However, the Diff Along Table (Across) values should be positive when compared to 1990 (for Alabama in 1991 should be 4.3 instead of -4.3).
The co2 emissions for value of chosen year must be subtracted from CO2 emissions of all years. Currently the calculation is opposite.
I tried to correct the calculation but it did not work. Please, can you help.
No Problem - The line graph is mapped based on the "Diff" field.
I put it in as [Value at Chosen Year]-sum([Carbon-di-Oxide Emissions(MMT)])
Just change it to sum([Carbon-di-Oxide Emissions(MMT)])-[Value at Chosen Year].
