I'm sure there's a lot of good threads on formatting the sheets. I was able to come up with the attached by creating a calculated measure and putting it on the color pill. I changed the graph to bar and shrank the axis to make the bars fill up the entire space. Give it a try and see if it would work for you.

Son Stegmaier can you by chance tell me how you were able to show the tables as such. I have the tables that way however when I plug in the formula the color codes are showing in the lines in between and I am not sure why...I have made all the changes that you suggested however for some reason its not showing within the table. Thank you for your help.
Jennifer - I started with a standard bar graph with Month (columns) and KPI Category (rows), Sum(Value) on Label pill and the calculation on the color pill:
if sum([VALUE]) < lookup(sum([VALUE]),first()) then "less"
elseif sum([VALUE]) > lookup(sum([VALUE]),first()) then "greater"
Once you have these components, the axis will need to be updated so the bar graph will fill the entire cell. I picked a fixed axis of 0 - .005 (at this point you can hide the axis by going to Sum(Value) and unchecking Show Header).
The default colors can be modified by the calculation card.
