Click areas on image to navigate to sheets

I'm exploring possibilities for using Tableau to display survey data. One idea for organization is to show an image of the questionnaire and then make each question a clickable area that would show the summary data for that question.

For example the image below might be placed on a dashboard in the attached workbook so that a click on Question 1 would take the viewer to the chart showing Trip type by Quarter.

I haven't found a way to define multiple clickable areas on an image. The discussion of actions and images involves multiple custom shapes, each of which is linked to a sheet, but I don't really see how to make that work cleanly here. Any ideas?
