If you look at the size legend (left bottom) and compare it between two views, you'll see the problem.
The scale is set automatically by Tableau depending on the range of values in the data displayed on the sheet. In 2010 the range (0 - 30) was bigger than in 2011 (0 - 14), so 7.4 on 0-30 scale looks smaller than 6.3 on 0-14 scale.
You can easily fix this but double-clicking on the size legend card and manually setting the scale.
