To get the view exactly as you have mocked up in photoshop would take a little bit of data reshaping. You would have to have just one measure for time, and extra dimensions to show whether it was regular or overtime, billed or estimated etc. More on that here: http://www.tableausoftware.com/public/blog/2011/04/data-shaping
HOWEVER... it is possible to easily get a view that might work for you without any data reshaping.
This is called a bullet graph and is typically used to compare actuals vs budgets and similar data where you are comparing one measure to another. The grey line represents your estimates and the blue and orange are the normal and overtimes.
