Not that it helps you but I have the same problem. We are building a series of QA dashboards where, based on selected values in a viz, a text table below the viz provides a great deal of additional detail with URL action links directly to our production system. The analysts love it. In my case I didn't even want a Measure in that text table but instead wanted key info about the institution and several key milestone dates. I had to resort to some Tableau trickery to show a date in the Measure column so that I could get the Tooltip. These sorts of tables are practical and should be much easier to create.

The fact that something simple like tooltips being unable to work over the entire table is rather frustrating. How did you manage to get the dates into the measure column?
Edit: I actually have one measure column but the tooltip doesn't even work on that. It only appears under that "drop" column that is filled with "Abc" values all the way down.

You will want to remove that last Date field from your Rows shelf. Then drag Measure Names to the Columns shelf. Right-click and drag to the Text shelf the Date field you want to show in that last column -- this is a shortcut that will pop-up a window where you need to select ATTR(Date) for the Date field (it's at the bottom of the pop-up window). The date will then show up but the column header will say "No measure value". To fix that, you need to right-click on the Measure Names pill and Edit Aliases. Find the one that says "No measure value" and change it to the header you want for the Date field.
And that is all you need to do.
