Multiple filters with 1 conditional filter

I have 4 filters in my workbook. 3 are normal (Filter A, Filter B and Filter C) and the last 1 is conditional (Filter D).

My problem is very random. When I apply Filter A and Filter D - Both filters are applied and results are shown.

But when I apply Filter B or Filter C along with Filter D - Filter D does not exclude the values filtered out by Filter B/C and shows me more results than expected.

So, Filter D is applied first and then Filter B or C is applied. Filter D - the conditional filter is based on a parameter. COUNT(No. of Records)>Parameter. If it is applied first, the number of records is more, than after applying Filter A (Filter A is date)

Is this common? If yes, any solutions?
