Data Sources may be shared among projects. Sites, however are "partitions" in your server - so anything stored in one site cannot be viewed/shared by users of another site. This is by design.

We have different departments within the company that create workbooks from the same Teradata tables. So as to alleviate the load on Teradata (and for other reasons), I was thinking of creating a single datasource site that all Tableau Desktop users (which are our the Tableau Server developers and publishers) could use to build out their workbooks for their respective departments (some of which have their own sites on the Tableau Server).
Based on what you've written, I would need to publish the same datasource to multiple sites in order for multiple departments to access the data. May I suggest that Tableau considers a Shared Datasource site that is made available for all sites to use. If someone publishes to a specific site, that datasource is only available for that site; but if he/she publishes to the Shared Datasource site, all sites can access that datasource.

Has this request been remedied or even considered at this point? To add onto Andy Pipers comment... We have a need for the ability to share the datasource amongst all our site. The current example is our list of people and where they work. This information is needed over and over again. The ability to globally share hte source would be very useful.

Not only data sources can't be shared access sites, users/groups can't be shared x-site either. Nothing can be shared x-site. If you need to share data sources, one option is to keep two departments in one site but create separate projects. Alternatively if you have sites already, you can use scripts to copy extract from one site to another site to avoid double workload to your data sources.
