This is a known issue that is slated to be fixed in an upcoming release. In the meantime, there is a workaround so that this does not happen. In the data window, right click on the date field-->Field Properties-->Date Format...-->then, choose the date format that is only the date (i.e. March 14, 2001).

More than 4 years later and the issue still persist when publishing a workbook in Tableau Desktop 9.3 to Tableau Server 9.3.
As of Tableau 10.5, the "show times" check box in the date filter dialog is still not respected if unchecked.
I could not use Tracy Rodgers' workaround to change the default properties in the data window because I want to display dates with times in the view.
To display no times in the filter
- Click on the disclosure triangle in date field in the filter shelf then change Exact Date to continuous Day (the second Day choice).
- Click on the disclosure triangle in date field in the filter shelf then select Show Filter. Select date range filter. Click OK.
- Click on the disclosure triangle in the filter title in the filter card then change the title showing "DAY(date field)" to say "Select Date Range".
