When you exclude a value, Tableau adds an (exclude) filter to the worksheet you are inside on your behalf. However, Tableau can't really know what your intent is in terms of whether the exclude should be local or global.
After the exclude filter has been added, you can manually make it Global - do so in the Filter shelf.

Thanks but still i have a doubt.
When user excludes or includes he is doing it on the UI itself.
How can he have access to tableau filter pane.
Did you figure out how in user interface we can exclude a product globally i.e. for all the sheets from the data source .
I am facing a similar problem and need this on urgent basis.

Arjun, the only way to make an exclude global is to do it manually as Russell described. If your "user" is working in Desktop this is not a problem. Users without Desktop can not access the filter shelf and therefore can not make a filter global. Even using the new JaveScript API you can't properly capture the Keep Only/Exclude filter event (though this is being worked on).
