The map is pulled in from elsewhere on the internet - does your server have access to the internet?
Yes. There is no problem with internet on server.

Does this occur with just this one workbook, or do other workbooks experience the same problem? Are you using a WMS server to obtain your maps? If not, what is checked within Maps|Background Maps?
If all else fails, here is a possible trick that might show an outline of your state/country. Duplicate your Latitude field; create multiple mark types; switch to the second Latitude mark type and set the mark type to Filled Map, set the color of the filled map to have a transparency of 0, and remove the items from the level of detail shelf except the state or country. Then set the second Latitude pill to be Dual Axis. See sample below to see the map outline of the US state of Georgia it created for me when Background Maps were set to Offline.
I am having the same problem today. Interactors cannot see the map background but i can when publishing looks fine. server connected...Maps online ...... ????

But we solved it with offline maps.
And my IT department changed settings with Tableau Server. They use special routing settings.
If you working in desktop is it online and working correct?
ASk your IT - maybe they made new settings with Tableau Server computer machine.
