Yup, it is possible! Most people will leverage packaged workbooks as a way to automatically include data extracts in the workbook file.
But, a packaged workbook will also embed your custom backgrounds and shapes inside of itself...so it can be useful even if you don't care about stuffing data into the file.

On the same note a related question.I have a dashboard created with some excel data can i publish a packaged workbook and publish it to tableau server?
I want my users to be able to take advantage of the dashboard but i dont want to put the data files on the server at this point.
Any thoughts could be of help.

Actually, you don't even need to create an extract and/or twbx to enable this scenario. If you publish the "normal" Tableau workbook (which uses Excel as a data source), the associated workbook will automatically get "grabbed" and published up to the server with the Tableau workbook.
