I see in our screen shot that Tableau Server is degraded.
us tabadmin status -v to see what elements are degraded, possible port blockage or a worker that is down, etc
once that is resolved, perform a manual backup per the admin guide: http://www.tableausoftware.com/support/manuals
once that is done, you are in good shape as this can always be used to recover if something else goes wrong, just make sure the backup file isn't 0 bytes. That is a failed back-up.
there is a good chance that what was done to resolve the degraded status and allowed your manual backup will now allow the backup during uninstall, however since you have a valid backup, if the error appears again, you can continue through it and uninstall.
If troubleshooting stalls, try rebooting and shutting down any non-tableau software to see if that helps. failing that, contact support http://www.tableausoftware.com/support/request

I tried running tabdmin status -v and it still says that the tableau server database is stopped. I have attached the screenshot.
about going ahead with the uninstall in this state, whats happening is that it gets stuck on "disabling the licensing service" and does not move forward. On shutting the system and restarting it still doesn't uninstall tableau.
getting Tableau Server into a dedicated environment is the first and most important thing in reducing the potential for these kinds of unexpected difficulties.
use tabadmin init --i to repair the current installation (this incurs no loss of data, users, groups, config, etc.), but be sure to shut off all other software first and exclude Tableau Server form any virus scanning software for this operation.
if the command above does not resolve the degraded status, please submit your case to Tableau Support.
