In the data connection window try using browse to find your file which should repair the connection.
CSV files can only be opened by one application at a time so check that no other reports are connected to the csv and that the csv is not open anywhere else.
Do you mean in Desktop or the Server interface
There is no browse options in the server interface
My test case is a csv with a connection to a Published data source which I refresh manually. It is not even used in a workbook. So no sharing conflicts can occur
In another test I have used another copy of the same csv directly in a workbook and it refreshes fine
So I don't know why the published data source comes up with the error

You need to make sure that the machine on which Server is installed can see the csv file.
If you can remote desktop into the Tableau Server and browse to the csv file and then make a note of the location in the Windows Explore. Make sure this matches the data connection in Tableau Desktop as they may not be the same.

I have actually installed desktop on the server and published from a local drive from there. Thus eliminating any network issues
I have also installed from the server based desktop install to a shared drive on the same server.
Also from a remote machine to the same share.
Permissions should not be an issue as the service runs under network service and it has permissions to the directories containing the files

I agree the data engine cannot find the csv file but don't know why.
Have you tried editing the connection string in Tableau Desktop so that it use the IP Address of the machine that holds the csv file?
Yes tried that also. no luck
Something must have changed though or one of the options I tried worked because it now works with a really big data source I had previously setup. I refreshed the extract manually in desktop and after that it worked. I set up a workbook to just refresh the data manually, refreshed it re-published it and viola. So it must be getting the right combination. Or something is being cached and locking the file causing it to fail.
I will try some more tomorrow. I am a bit over it at the moment.

I started having a similar issue with my .csv file refreshes.
I used to always save the .tde file to my c: drive when asked. Not storing it to the same drive as the .csv file (the drive that Tableau Server can read from) Doing ity this way my refreshes always worked. Then recently I happened to save the .tde file to the same drive/directory as my .cvsv file........stuff stopped refreshing....."can't access 'test#csv'....."
As long as I save the .tde file separate from the .csv file it always worked. I don't know why it is like this.
Have you resolved this? I have the same issue and came up all of a sudden, no change to data sources, connections, permissions or anything else. I can refhres locally erros free, but cannot refresh the extracts from the online interface according to my schedule, which I used to be able to do for months before.
