Can you select a set of items using a fixed list?

I have a map and a table showing US counties. I'd like to let people select a core based statistical area (aka MSA) and see just the counties that make up that area. I know Tableau has the concept of CBSA/MSA as geographies, but I don't have that information in my data. I do, however, know what counties to include. I tried creating a parameter for, for example, the New York-Northern New Jersey-Long Island, NY-NJ-PA CBSA that listed all the counties in it, but I couldn't figure out a way put those parameters into a menu that would let someone choose one and then highlight those counties. But I can't find any way to build such a menu or any action that could use it.

Ideally, highlighting an MSA would also zoom to that area on the map, but that doesn't seem to be an option either. I'd also like to be able to set the zoom level so that when people go from area to area they are not sized to different scales.
