I think the answer to this is that you have bought one instance of Tableau server, so in each case you cannot spread the cores across multiple instances.
You can only spread out the cores to multiple machines in the same cluster.
Also, 8 core is the minimum initial configuration, so you'll be looking at another 8 core for the second instance.
