Currently, when using Measure Names as a filter, it will show all the Measure Values in a quick filter. This is a good one for the Ideas section!
...surely there is some clever way to use a filter or a calculated field to achieve this?

I'd love to see this functionality as well.
It'd be nice to be able to create a "duplicate" special Measure Names field like we can with standard fields so we can "hard code" one of the filters (i.e., filter it and do not expose it) and expose the other with only relevant values for the user to choose from.
Rt-click the fields you don't want in the filter and click 'Hide'. This eliminates them from the list:
This won't work if they are already on the viz, or if you're using them in another viz. If you need to use them on another sheet, you could probably just duplicate the data source and they'll show up again. I've also used the trick of converting them into dimensions, which also takes them out of the Measure Names list.
EDIT: I just tested the duplicated data source technique, and it works the way I thought it would. BTW, use the triangle on the dimension title to show hidden fields:
