This is not the case. The link you sent was a Service Pack 3 for Office XP (Excel 2002).
As I said before I have Office 2010 with Service Pack 1 (for Office 2010).
Maybe your Reshaper tool has some error in it? Is it possible to look at the VBA coding? Now it is blocked with password, so I cannot got into debug mode and see where the error is.
I have the same issue. After spending some days greatly frustrated by the fact that i could not get the add-in to show up in the excel add-in list, i found a workaround extracting the file on another computer and mailing "tableau 7.xlam over. Then installing manually. It seemed to work fine. ¨
But i get this runtime error as described by thread starter. I have Win 7 enterprise, and office 2007. And my hands are practically tied due to no admin-rights etc.
What can i do??
I think there's a good chance that this is due to the regional settings of your pc. In the Windows 7 Control Panel I can toggle the Region and Language settings that Excel uses on the Formats tab. My default settings are Norwegian, and then the Tableau Excel Reshaper fails with Run Time error 13. If I change formatting settings to English (United States) or English (United Kingdom) the reshaper works like intended.
FYI toggling the Format settings can be done on the fly without restarting Excel or Windows in my combination of Win7/Office2013.

Hans solution worked perfectly. My default settings were French (Canada), switched to English (Canada).
