Yes, Mtarget is the target. The target is the same for all students in a given grade. I tried adding a reference line, but could not figure out how to specify it for each grade. Then I thought about doing a join with a table that shows the target per grade level (by using grade level as the common key) but I got scared.
I am also trying to get a bar above the "M_GrowthAPR" worksheet, which already has a dual-axis. I wish I could have dual-axes. Maybe my approach is incorrect altogether and this can be solved with a reference line of some sort.
Bonus question: How can I connect the dots to the triangles to make arrows, showing Fall to Spring growth?

I found the solution in the knowledge base, which I should have checked first.
Here's what I did:
1. Create a calculated field using an IF statement so that the target is displayed only if the year is 2011-2012.
2. Follow the instructions below without labeling the lines, making it per cell.
I had to go to format -> reference lines (rows) to make them appear for some reason.
