If the field containing HHMM is always a 4-digit number field, perhaps this would suffice?
//DATEADD('hour',INT(LEFT(STR([HHMM]),2)),[DATE]) gives Date with HOURS added
If it's some other format, you'd need to manipulate the formula to make the inputs the right data types, but you get the idea.
Add the Hours to the "Other Date Field" using DATEADD('hour'...
and then add the Minutes to that calculation using DATEADD('minute'...
DATEADD wants an INT data type and the LEFT/RIGHT functions want a STR data type

Tableau does have a modulo function, it uses the % symbol:
I don't know of any ROUNDDOWN function, the closest thing I've used is to multiply and then use INT.
This works wonderfully. I replaced HHMM with my 1255 time and DATE with my 12/29/2012 date.
