Sorry for the delayed response, I'm following up on these questions.
1. Per the Tableau End User License Agreement each individual user needs a separate user license. However, our EULA permits use of Tableau on both your main computer and a second personal computer such as your laptop.
If you have specific licensing questions, please contact your account representative.
2. Since the EULA does permit a second machine, activating should not be a problem. If it does become problematic and since you do not have access to your previous machine, my initial suggestion would be to contact support at http://www.tableausoftware.com/support/request.
