Hey Robert -
You're not missing anything! Don't drive yourself crazy, as subtotals are "all or nothing". You can't selectively display them for either columns or rows like you can for Grand Totals.
A fair number of customers have requested this feature, and I suggest you jump out to the "Ideas" forum and add some feedback.
I am confident you get the result you are looking for in Tableau.
There are a number of routes and options, depending on exactly what you are looking for.
Can you provide a sample packaged workbook (.twbx) that represents your situation, and mock up what you want for a result?
What if you right-click the pill for "TypeJurisdic", and from its context menu, un-check "Subtotals"
Subtotals are a per pill setting, the main thing is they can only be applied for discrete dimension pills that are creating panes, with no aggregate pills to the left of them. There are numerous other details, and options when dealing with them as well.
The menu option that you used is just a shortcut to turn them on for all pills.
