One simple way of showing overlapping polygons is to set the transparency at less than 100%, as in the attached.
I also had a quick go at your label question. I've got the labels to displays, and managed to hide the blue dots by setting size small for the ones you don't want to display (I was actually expecting still to be able to see little dots, but they don't seem to show).
The transparency fix for HP and Hamtramck works like a charm.
I'm still looking for a quick fix for the labels. I like what you did with the calculated field, but I'm looking for something that will not show any extra dots yet still annotates the darker gray districts all at once with their names in 12 pt font on top of the head count ("school"AGG (Max)).
By playing with size and colour you can replace the big blue dots with tiny light grey ones. That means they don't show in the light grey areas at all and there is a pinprick of light grey next to each label. It's the best I can do.
