Are you talking about the waterfall (Gantt) or the other chart?
You can add a + sign by doing a custom number format of:
You can manually move the labels but not have them automatically at the top or bottom depending on sign. Maybe in the middle and white? (also beware of the red/green colorblind issue)

Ok, i habe to correct myselfe. I don't mean labeling on top or button. What I would lile to do is labeling over and under the bars in the waterfall.

is there a chance to label the green and red bars in the first view like your approach in the waterfall chart? Because I have already a dual axis in the first chart.
No couldn't get it to work - the issue is that the grey is a normal bar, so there's no bottom per se to mark. Even if you bring another field in so that your dual axis becomes [Measure Values][Sum([Plan])] you cannot treat the measure values separately in multiple marks.
There may be a really hacky way to do it.
