    legend missing empty ranges

      I have a data table that has the color of each row's text determined by  the row's value for a measure named "Growth".  Growth has 8 contiguous data ranges, each with its own text color.  In instances where a particular range is not represented in the data, Tableau omits that range from Growth's color legend.  This can be confusing for users.

       

      Is there a way to force all ranges to be shown in the legend even when they are not represented in the data?
