There's no right answer because it depends on the screen size of the browser being used. Work out what the smallest size screen resolution your interactors will have and be sure that your dashboards fit on there accordingly.
Once you've set your dashboard to a fixed size, you can design the dashboard in Desktop so that there are no scroll bars. When you publish it to server, the size will be the same and you'll be ok. Stick to a fixed size that most of your users will be able to see. For example, if lots of people have old, small monitors, don't design an enormous dashboard!

Also these scroll bars appear only in google chrome and not in Internet explorer.

There might be small differences in IE and Chrome that make scroll bars appear/disappear. Also, check that the zoom in both browsers is set to default as this can affect things.
The scrollbar issue with Chrome has recently been filed internally so we are aware of it. Try changing your zoom level to 75%, 100%, or 125% as Andy suggested. Scrollbars appear with 110% and 90%. You made need to refresh the browser after making the change.
