How to set up a data to drill down and drill up for individual dimension members in a hierarchy?

I have been followed the instruction by create a heirarchy and then drilled down for individual dimension members in a hierarchy by

right-clicking a table header and selecting Drill Down from the context menu. However, it doesn't work. It always shows the children of all members, same as clicking plus/minus control on the Row.
