How do I create a calculated field that picks a dimension based on the max value of another dimension by id?

I do not know how to create a formula to pick the organization code with the highest ID value by Participant UUID. I have attached a Tableau package connecting to the Excel datasource. Also, on the Excel attachment there is another sheet showing the correct answers i am looking for. Thanks for your help. Mark

Is there a simple method to sort the measures in the attached package (2 dimensions) when the first dimension is unique?

I wasn't sure if there was a trick to sort when the first column is unique. I have attached a simple package if someone know how to do this. It appears to be possible based on the viz from the following site.

I am not sure if there is a trick to make this work or not. See attached package. I saw the following viz where there are mutilple dimensions and sorting the measures works.
