Dynamic Number Formatting with Parameters while using MN/MV

Hey gang, I've got one for y'all. I'm using a parameter to toggle a table between (Value) and (Value / # of Records) to get the percentage, and limit the number of rows necessary.

The issue is the formatting needs to be a Percentage % when I change the Param to the percentages. This is easily accomplished for a single measure (see: Extreme Viz Makeover with Tableau: Unemployment Aid, The Washington Post | InterWorks, Inc.), but I am stuck on getting this to take since 'Measure Values' is on my text shelf.

Any thoughts / help is appreciated.
