Show entity by Clicking Region/Province in Map

Let's say we have 500 and more entities in our country.

85% of Entity has a Latitude and Longitude to identify the City while

15% of it was automatically plotted in Map since the field City, province and Region was properly encoded.

Only 45% of those entity has encoded Province (but it covers the whole country in plot) while the Rest 55% has NULL value.

and 35% of it has Region (the other 65% was NULL) but it covers the whole country in Map

My Questions are:

1.) is it possible to use the Map as filter that when I click a Province or Region it will show all entity that's within it?

2.) If yes, then when I click a region/province, will it also show entities despite that it has NULL values for province/Region Field and will only rely in Long-Lat Value?

(please see also the attached file, you will see that I am using a dual axis map, I can highlight/select entities for analysis but what I can't do is when I click any province, it doesn't show anything)

I am just new to tableau. Thanks in advance for any insight.
