I want to prepare a graph something looks like the graph attached in excel sheet. Can we dynamically change the axes and topic of the discusion.

Hi Everyone, I new to tableau. I want to create a polygon filled map with some percentage values for example alasaka has 20% smoking rate etc.

I want range like 20-30 should filled with blue and bottom it should named like 20-30 blue colur. some thing like below
