Creating maps in bulk

Hello,

I am trying to create a book of 600+ maps--one per city. To make the maps, I created a master map and then placed "City" in as a "Row", which does exactly what I want and creates 600+ rows of unique maps--one per city.

Here's the issue: All of the maps are zoomed identically--I see the entire continent in each map. When I try to zoom the first map into the corresponding city, ALL 600+ other maps zoom to that city as well; I am unable to adjust each map by itself. Is there any way around this? Or am I coming at this problem from the wrong angle? (I would like to avoid creating a new sheet for each city.)

In addition, if it is indeed possible to zoom each map uniquely, what is the best way to PDF such a monstrosity (one map per page)?
