Ability to overlay Map Options on top of (not below) Filled Maps

Filled maps in v7.0 is great, but when you add detail from the map options (e.g., county or zip code lables or boundaries) they show up below the filled maps. The only way to see this detail is by making the filled map colors almost completely transparant...thereby taking away most of the value of the filled maps. It would be nice if they could appear on the map above the filled map colors.

Hello - anyone know how to have the map options (e.g., state/county/zip labels and boundaries) show up on top of (not below) filled maps? When they are under the filled maps (which seems to be the default) they get lost under the filled map colors. I know I could just adjust the tranparancy of the filled map colors, but you have to decrease the tranparancy to almost 0% for the map options to show through....don't want to do that.
