A twbx would help here in solving. But I'll wing it. If you want to see all contact but hide non-active memberships, you may want to create a calculated field that checked something like
if Membership status = "Active" then
Some Membership Field
It will return null when false, or you can explicitly set an else condition.
I created a test dataset then based on what I think you are describing.
I added a calc field to return if actives, nulls if not.
Then dragged that to filters, checking active only.

It's not quiet right, as per my screen shot.
Perhaps this would help as there are four possibilities:
Paul - Membership 1 - Active
Nick - Membership 1 - Inactive
Jack - Membership 1 - Inactive
Jack - Membership 2 - active
Jill - no membership
And what I'm trying to show is
Paul - Membership 1
Nick - null
Jack - Membership 2
Jill - null

Ok, I added a 3rd outcome for membership, "Ignore" to identify old memberships and filter those. You could do something similar with status depending on your needs. TWBX is attached.
