It saids cannot connect to tableau server. i suggest you to ask other users if they can access to it or not.
A couple of things to try:
1) Publish a different workbook - Try publishing another workbook, something very simple, perhaps superstore. This will help us determine if the workbook is the problem.
2) Publish from another computer - Try publishing from another computer. This will help us determine if your computer is the problem.
3) Publish with Different Version - Your desktop version is slightly newer than your Server version. Try downloading the 2018.3 desktop version and publishing.
Try these and let me know the results.
Assign user site role to server administrator and check. If you are able to connect then you need to refresh that user site role again to creator or explorer (can publish).

I am getting this error before enter user credentials.I have already assign 'Site Administrator Creator' role to this user.
I have try all those options but i could not solve this error.
Try to publishing superstore workbook, But it is not worked.
Use another computer, But it is also not worked.
Try to Publishing workbook from tableau desktop version 2018.1.2, 2018.2.2, 2018.3, But it is also not worked.

This is strange. If it weren't for that "NumberFormatException" error, I'd think this were just some sort of connectivity problem with Tableau Server, but that error is throwing me off. I'd suggest contacting Tableau Support on this one.

I have find the solution for this error. This error was due to an incorrect gateway.public.port configuration in tableau server.
Below command is for configure gateway.public.port in tableau server.
- tsm configuration set -k gateway.public.port -v 443
