It's hard to fully diagnose without having a look at the workbook. Can you possibly attach it, or anonymize the data Anonymize your Tableau Package Data for Sharing and then attach it?
One thought is to have a look at your actions. Do you have any indicator of missing fields? If so, you may need to fix this.
I don't believe I've ever seen this error, but as a complete shot in the dark, are you trying to apply a continuous reference line to an automatically binned field?

I was able to make the error disappear by rebuilding the dashboard actions. Then I recreated the error by changing from the default "show all values" when clearing the selection to "exclude all values". There is NO error when set to "leave the filter".
I just wish there were a comprehensive dictionary for "no value found at key reflines". This has nothing to do with reference lines.
Hmmm... I assume you have multiple worksheets in your dashboard?
Do you have a hierarchy of actions which are dependent on this problem child?
My thought is that this error message isn't being caused by your worksheet per se, but something else depending on it
In other words: what Jeff Strauss said I might inspect each of the worksheets and determine if multiple actions are battling. Usually, the worst this will cause is blank sheets.
The other crazy idea I have comes from the fact that this does not seem to be a well documented error. Are you utilizing any newer features in your visualization that might be throwing up a bug, such as the viz-in-tooltip feature?

I am receiving the same error and it only happens on the dashboards that use sheet swap.
As mentioned in another thread, it doesn't happen in 2018.2 version.

Unfortunately, none of the suggested options solve the problem.
The issue occur when you use a parameter on a dashboard to swap sheets.
2018.3.1 did not solve the problem.
Exporting .twbx as 2018.2 and opening it in 2018.3.1 doesn’t resolve the issue.
My solution is to use 2018.2 where it doesn’t happen. But this is not sustainable as it would require all users within the organization to downgrade.
This is also happening to me on a dashboard I'm working on with 2018.3 Desktop. I can confirm if I open the same workbook on 2018.2 it doesn't happen. So it seems to be an introduced bug in the new version of Desktop (2018.3). A bit scary since I have a lot of workbooks published with 2018.2. I'm using now 2018.3 but haven't republish all of them, of course. I only do it when a change is requested, so who knows what other surprises should I expect as new versions keep coming along
Having to test every single workbook before upgrading seems a bit too much
Oscar's patch described the action that I had--- parameter controlled selection and no Apply button. I'm not 100% confident this is it. And I still don't understand the refline because this wasn't about reference lines. But the dashboard is "working" as expected.
In 2018.3.1 I do not get this pop up error every time when I change the filter for the SAME parameter, but as soon as I change the sheet swap parameter - I am getting the pop up error and instead of seeing only one sheet displayed - I am seeing both that are controlled by the sheet swap with one of them being grayed out.
