For null values, nothing will appear in the tooltip for the value, but the label is still there. To get around this, you need a calculated field for your "Car: " label in your tooltip. You can use a calc like this
Field Name: CarLabel (name it whatever you'd like)
if isnull([Car]) then "" else "Car: " end
Once you have that, place it on the tooltips mark card. After that, go into your tooltip and where there is currently a text label that says "Car: ", replace it with your CarLabel field (or whatever you're calling it). Using this method, in the case of Joe Adams since [Car] is null, neither the [CarLabel] or [Car] fields will show up.
