Is the rank based on month or sum of all months?
Can you provide a sample workbook with dummy data but similar data structure as your real data?
Sum of all months.
But I need the max as (total sales per shop) (not each sale max)
For ex :
CITY SHOP SALES MONTH PARIS SHOP A 15 201808 MADRID SHOP A 10 201808 MADRID SHOP A 25 201808 MADRID SHOP B 20 201807 MADRID SHOP B 10 201806 MADRID SHOP B 10 201805 MADRID SHOP B 10 201805 BARCELONA SHOP B 10 201804
Here ın MADRID the max selling shop is SHOP B (with total 50 sales) not SHOP A with 25 sales
When I go on the MAP, MADRID , I need to see the max 3 ranked cities

You can take advantage of viz in tooltips.
1. Create the map that displays the cities
2. Create a table that ranks the shops (in my example I used customer)
3. Insert table into tooltip of the map

But I do not prefer it , it slows down the dashboard.

Please see my sample below use the rank 1 as example with your sample data, in your case, you can change it to "<=3".
once you create the calculation, you can use this as filter and drag it to filter, set up the table calculation as below and choose 'True'
