Tableau Public is a portal open to all viz enthusiasts to develop and share their visualizations. To publish views on to Public you'd need a Desktop to first develop the viz, a Tableau Public account to connect to and publish the viz.

It's basically a freely available version of Tableau Desktop and Tableau Server. You can build visualizations with the desktop software then publish them online. It's a great way to learn Tableau, to share your work, or even to build your portfolio. I do a lot of personal projects and almost everything I do, I publish on Tableau Public. There is also an incredible community who work with Tableau frequently, share their work, etc. One of the best features of the product is that most visualizations are downloadable, so you can easily download a workbook and take it apart to learn how it was made.
