Use join calculation in tableau

You can join your data using the "Calculated Join" option in which you can apply the lower function to the State field from the Excel data.
Not So Sure, It should Work unless the names are Misspleed. But If it Does Not Use UPPER(Your String) to Do Conversion in Join Calculation.

If You want Full Caps You can Reassign UPPER Inside The View again.
The upper function in the join condition is only to ensure that the join condition works. It would not change the actual data itself.
